Curriculum Vitae
Lisa Graaf (née Münch) has been research fellow at Environmental Policy Research Centre (FFU), Freie Universität Berlin, from 2011-2019. In June 2019 she started working for the Wuppertal Institute for Environment, Climate, Energy as part of the research unit “Mobility and International Cooperation”. In the same year, late 2019, Lisa joined the Habitat Unit.
At FFU Lisa had worked in various projects on sustainability governance, resource policy, environmental strategy development and transformative environmental policy, mainly in projects commissioned by the Federal Ministry for the Environment and the Federal Environment Agency. Her perspective on transformation processes is now being applied in her work at the Wuppertal Institute with a focus on urban sustainable mobility systems and waste management.
At the Habitat Unit of TU Berlin, she is part of the “Urban Change Maker Group" project, focusing on sustainability transitions at the local level, working with partner cities and academic institutions to trigger support of key stakeholders and creating innovative solutions in the area sustainable urban mobility and integrated planning – this way helping to deliver on the New Urban Agenda, the Paris Agreement and the Sustainable Development Goals. The project is supported by the UN-Habitat. Lisa is also part of the Habitat Unit's team within the “SolutionsPlus” project, where 45 project partners and over 100 associated partners work together on transformative change towards sustainable urban mobility through innovative and integrated electric mobility solutions.
As a lecturer at Freie Universität Berlin, she has worked on sources of legitimacy and examined political philosophers and their applicability to current environmental policy processes.
In 2012 Lisa Graaf spent two months at The Energy and Resource Institute (TERI) in Delhi, India, as part of the DAAD program "A new passage to India", researching on sustainable water management.
In 2010 and 2012 Lisa was Conference Manager of the international "Berlin Conference of the Human Dimensions of Global Environmental Change".
She studied political science and communication science in Berlin, Munich and Barcelona.

“Urban Change Maker Group: Knowlegde Sharing Facility on Urban Basic Services in the Context of Integrated Urban Development.” There is substantial potential to improve urban access, air quality, safety and the quality of life in cities along with reducing Greenhouse Gas Emissions if an integrated policy approach is applied that combines all intervention areas for urban policy and involves all levels of government. The Urban Change Maker Group tackles these issues through a development of a research group to further analyse linkages and highlight the role of different policy and governance approaches in stimulating low-carbon urban development solutions. “National Roadmap Sustainable Consumption in the Post Rio+20 Process“.The project´s aim was to deliver the technical basis for a “National Roadmap for Sustainable Consumption”. The project team supported the process of strategy development and developed a first draft version of the roadmap. This included analysis of academic literature as well as the current state of political processes and interviews with experts of the environment administration. The draft of the roadmap was an input to the “Program for Sustainable Consumption” – an initiative of the German government, which was adopted in 2016 by the German Government. “Sustainable Germany 2030 to 2050 – How do we want to live in the future? Concepts and communication processes for a “Grand Design” of the German Sustainability Strategy from an environmental policy perspective”. The project aimed at expanding the period of time covered by Germany’s Sustainability Strategy to the year 2030 and at sketching out the development until 2050. Analysis of various long-term transformation concepts focusing on their possible contribution to the further development of the German Sustainability Strategy, identification of key areas for action in politics and society.
