Oswaldo Cruz Urban Lab: tactical urbanism for a sustainable neighborhood

The project is an outreach initiative of PROURB–FAU/UFRJ aimed at improving public spaces in the Oswaldo Cruz neighborhood in Rio de Janeiro through the implementation of tactical urbanism interventions. It draws on the concepts of the “15-Minute City”, “Green City”, “Caring City” and “Sponge City” seeking to address local challenges related to sustainable urban development, mobility, infrastructure and climate adaptation.

The initiative builds on the City of Rio de Janeiro’s Sustainability Corridors Pilot Project (PCRJ), carried out in 2024. The pilot is part of the Sustainable Development and Climate Action Plan (PDS 2030), was funded by the IDB and C40, and included the participation of PROURB–FAU UFRJ in partnership with Superwien Urbanism. Its goal was to demonstrate the plan in the daily life of the neighborhood through rapid, low-cost actions typical of tactical urbanism.

The outreach project, conducted in 2025, is led by the Graduate Program in Urbanism (PROURB–FAU UFRJ) through the Laboratory of Temporary Interventions and Tactical Urbanism (LabIT). The initiative involves the academic community of FAU-UFRJ and strategic partnerships with Superwien Urbanism (a Vienna-based urban planning studio) and several municipal agencies. Engagement also includes multiple local stakeholders such as schools, quilombos, residents’ associations and local business.

Adriana Sansão Fontes is an Architect (1995 – FAU UFRJ – Universidade Federal do Rio de Janeiro), MsC (2004) and PhD (2011) in Urbanism (PROURB-FAU UFRJ). Visitor Researcher (2008-2009) and Post Doctorate (2020) at ETSAB/UPC – Universidad Politécnica de Catalunha, in Spain. Associate Professor at FAU UFRJ and Coordinator of PROURB (2024-2026). Coordinator of the Temporary Interventions and Tactical Urbanism Lab (LabIT). Author of many books on Tactical Urbanism and Temporary Interventions. Research Productivity Fellow at FAPERJ and CNPq - Brazil.
